Zero-hours contracts should not be used for permanent staff because they create chronic insecurity, making it difficult for workers to plan their lives, budget reliably, or access stable housing and credit.

Permanent roles imply ongoing need and responsibility, which deserves predictable hours, fair pay, and employment protections.

However, for genuinely casual or seasonal work, such as harvest labour, holiday cover, or event-based roles, zero-hours arrangements can offer useful flexibility for both employers and workers, provided they're voluntary and transparent.

The key is ensuring that casual contracts remain truly casual and aren’t used to sidestep fair treatment of the core workforce.
